We
have used a synthetic fabric similar in structure to silk, but
not of the thinnest kind, rather a bit more on the stiff side.

Cut the fabric in this fashion. |
2. |
Sew
up a seam. The seam is
to be in the back of the skirt. |
3. |
Hem
the band and bottom of the skirt but leave parts of both open. |

Thread
a needle with a thin but strong elastic band through the opening
until it comes out of the opening at the other end. While you
are threading the needle through the hem, make sure the elastic
band does not come off.

Remove
the band from the needle. Put the unfinished skirt on Barbie, pull
the loose ends of the elastic band and pull the skirt up and down
Barbie's hips to make sure how tight you should tie it. Then tie
a double knot, tuck it neatly into the opening which you close with
a few stitches. |

Do
the same with the bottom hem; that is thread a needle with an
elastic band through the opening etc. Push up the skirt as much
as you want it and draw the elastic band tight enough to become
puffy.
